Rhode Island delivers most Medicaid benefits through RIte Care, running since 1993 alongside Rhody Health Partners for aged, blind, and disabled adults and RIte Smiles for children's dental coverage, all unified under a single Section 1115 waiver. New MCO contracts took effect July 1, 2025, running through June 30, 2030, phased in with long-term services and supports added as an in-plan benefit for Medicaid-only enrollees. Only three carriers serve the entire marketplace, BCBSRI, Tufts Health Plan, and Neighborhood Health Plan of Rhode Island, and Rhode Island uses a single statewide rating area, so unlike larger states, there's no regional premium variation to track. Rate increases have run steep recently, with 2026 requests ranging from about 21 to 29 percent in the individual market.
